Bill
Cowan is the Executive Director of Winchester Downtown
Program Corporation. He was appointed by the Board
effective November 1, 2008.
Bill’s role is overseeing the
construction in the downtown area and also serving as the
primary go-to person for the downtown merchants as well as
the board on day to day operations.
